yes there should be vending machines at school with a % of profits going to the language arts or debates students, or where you decide. the vending machine offerings need to be controlled by the student council, not the administration.
we owned a vending business in the dc area for two decades. we only place fresh highest qualiy fruit in our machines.
apples, oranges, pears, plums, tangelos, tangerines, etc.
once coke or pepsi or the large candy companies get inside the doors, unless they are managed to only put natural juices, granola bars, nuts and dried fruit without chemicals inside, they will dump chemicals and sugar plus addicting substances into the already naturally hyper students.
everything works in moderation, the students are more logically and health oriented than adults... and i am 60, however the kids want fresh fruit and the other nice treats mentioned above.
if the machines are strictly a money source, and not a source for nutrition then the students are selling out for pennies
the normal split or royalty paid to a school by the healthy vendor people is 10%-25%, and if the school pta will help the kids form a charitable donation club situation, then 25% is easily possible because it is a donation to the education fund.
govern the machines offering, money and monitoring with representatives from the pta and studen association for best results

Drinks or snacks?
I'm split on this question. I went to a school where the lunch lines were horrendously LONG, so people that were in line for just a bag of chips didn't get much time to eat, if any at all. But, I worked at a school that had vending machines that were filled with snacks, and would see people go to the machines with a handful of change and would walk away with 5 bags of chips and a pack of something else for their lunch! They also had problems with vandalism, because the kids learned how to stall the machine to get their money back, put the money in again, and get 2 of the same thing.
If the machines are for drinks, I see no problem with it. My schools always had soda machines, but you could ONLY drink the sodas in lunch or between classes. Most teachers would only let you bring a water bottle in, because if spilled, would make the floors sticky and would attract bugs. But, then you get the kids that are strung out on caffeine and sugar all day

Yes, there should be! But adults would probably debate against it because of how they think they're children are going to gain weight if they get too many snacks throughout the day. Make sure people know (this is what I think) that you should only have access to the vending machines at certain parts of the day.

Yes you should have the option to get what snack you want sometime it is more healthier than what you can get for lunch and less calories.
