I would like to advertise on the internet, but what is the best site to go to so I can get a small website running just to advertise the business?

You can create your website using free webhost such as tripod, geocities or doa google search for free webhost and find one you like. There are tons! Same goes for free message boards. Proboards.com is a great free forum host..
Pay sites with domain name can start out at around $100 a year. Which isn’t all that bad. Check out:

http://www.ace-host.net
Stay away from godaddy.com
As for advertising, you have to find out who your target customers are? Do the business in your area have message boards? If they do visit them and add a link to your site in your profile and post a few messages, but not spam.
Place a banner on your cart with your website url.
Some pay web hosting will submit your website to google and other search engines at no cost. Which I really find useless since search engines scans each host looking for Search bots look for meta tags rather then site content.
