What Are The Rules Of Street Vending In Nyc?

My friend and I make a bunch of little stuff animals as a hobby and we’re really tight on money so we were hoping we can sell them. We always see people selling self made stuff in Union Square or on the sidewalks of Soho and I was wondering if just selling small stuff on a table requires a city permit? And how would we apply for one?
Or is it a better idea to jut try selling on Ebay?
