Chips are more expensive & cheaper to produce, creating profit. Laws of advertising say that Joe is more likely to buy what he sees first or most- what is at eye level. 5 cent gum is at the very bottom. So- marketing puts them at the top, where they will crush before the customer can get them anyways.

But it will be more sensible to put the lightest products on top and put the heavier ones below to avoid the machine toppling over you.

location location location. they are up at eye level so people will buy them quicker and the corp wont waste money throwing chips away that went past the experation date. They wont last as long candy bars or gum.
