To make sure you can have safe sex no matter where you are. They are promoting safe sex so you don’t get a disease or get pregnant/get someone pregnant.
The people running the schools know teenagers are having sex, I mean there’s probably 12 girls pregnant at the school. They just want to encourage you to be safe.

It’s better to be safe than sorry.
For example: A couple are going on Holiday, and their flight gets delayed. They’re bored. So they decide: Hey, we should have a quickie in the toilets. But oops! They don’t have any condoms!
