Why I Don’t Find Enough Vending Machines Around In India? Is There Any Legal Reason For This?

I have been to several countries and enjoyed the convenience of using vending machines. I insert coin or note and get what I want whenever I want. However, in India I don’t remember seeing any unmanned vending machine anywhere. Is there any legal reason prohibiting the use of vending machines for commercial purposes?

I am not exactly sure why but I can think of some reasons.
1. Vending machines are subject to vandalism and I am sure the machine will not survive.
2. ATM machines are typically in closed locations and guarded by a security person
3. In India, you can find stores on every nook and corner and there is no need for a vending machine in my mind.
I doubt there is any legal reason. There are some vending machines at work places and in the airport but you are probably never seem them outside.
