		<description>I am not exactly sure why but I can think of some reasons.
1. Vending machines are subject to vandalism and I am sure the machine will not survive.
2. ATM machines are typically in closed locations and guarded by a security person
3. In India, you can find stores on every nook and corner and there is no need for a vending machine in my mind. 
I doubt there is any legal reason. There are some vending machines at work places and in the airport but you are probably never seem them outside.</description>
