Getting A Food Vending Cart Licensed In Buffalo, Ny?

I’m planning on opening a hotdog cart with one of my friends soon, we both have plenty of food service experience and enough cash to start a bare bones operation. Does anybody know what kind of licenses and fees we would have to take care of to make it legit? How would we register with the city and the health department? We know how to cook and provide service w/ a smile, but when it comes to paperwork, thats the one thing we have very limited experience in. thanks for your help!!

How Come There’s Never Any Healthy Food In The Vending Machine?

That’s all vending machines are full of at the hospital I work at .. sunflower seeds, baked chips, peanuts, whole week crackers, non fat animal crackers. If enough people ask, maybe they’ll make a change. :o)
Sadly, a lot of healthy food is perishable and doesn’t have a great shelf life (without preservatives). Also, many people go to the vending machine for a Snickers, not something healthy. Vending machine companies are there for the profit and clearly not the health :o(

This is not a traditional cart, Its a newly designed model, with a menu styled to be like a chain restaurant (without the overhead costs).
The problem will be getting the early adopters to the cart to spread the word about our healthier food choices for the more educated consumer who want to mind their cash flow and their waistline.

What Are The Laws And Regulations For Food Vending In Pennsylvania?

I was thinking of a few ideas on how to make some extra cash. I cant seem to find these laws online very easily.
I was thinking of havng a food stand at a local flea market or maybe at local events like 4TH of July fireworks for example. I might even try to open a coffee stand at one point near a new highway onramp they are biulding.
What would i need to legaly sell things like hotdogs, soda, and coffee? Are there different rules for strictly prepackaged foods like candy, snacks, and soda if I chose to just sell things i dont have to cook?
